While it is clear that he is talking about the normal usage of martial law, i.e. not congressional martial law, it is also clear that he is not talking about a threat from the President to impose martial law if the bill didn't pass but rather that failure to pass the bill would result in panic, rioting, and therefore the need for martial law to be imposed.
