As the meeting concluded CII Chairman Maulana Muhammad Khan Shirani noted that women by existing defied the laws of nature, and to protect Islam and the Sharia women should be forced to stop existing as soon as possible. The announcement comes a couple of days after CII's 191st meeting where they dubbed laws related to minimum marriage age to be un-Islamic.
After declaring women to be un-Islamic, Shirani explained that there were actually two kinds of women – haraam and makrooh. "We can divide all women in the world into two distinct categories: those who are haraam and those who are makrooh. Now the difference between haraam and makrooh is that the former is categorically forbidden while the latter is really really disliked," Shirani said.
This seems to be satire; I can't find any confirmation of the "women are un-Islamic" statement, nor the part about women being either haraam or makrooh (though that seems borderline plausible). If so, that would make this an Islamic Poe. This article has been widely reprinted verbatim, and there are a few other sources which repeat the same information without quoting directly, but none are known to be reliable sources or cite any other sources.
The official CII posting about the 192nd meeting is here; a Google Translation does not reveal anything clearly related to the Pakistan Today article other than "A draft of recommendations for a fair hearing, the International Convention on Civil and Political Rights, the Protection of Women Act, 2, the reduction of punishment in the case of high-profile murder and the economic system were also finalized."
The haraam/makrooh dichotomy may be similar to early modern European views, as noted in a comment here: "women were either witches (literally) or empty vessels waiting to be filled (hopefully by the christian god but usually by the devil). Since women were weak, it was more womanly to give in to the devil and be evil, it was just generally assumed that all women were evil and therefore witches (and needed to be killed)."?
