An "appeal to calmness" refers to any situation where someone suggests that the emotions of others need to be tamped down in order to make the discussion more productive.

This has both legitimate and deceptive uses:

• diversionary appeal to calmness (aka tone-policing)
• legitimate appeal to calmness
