The Cato Institute is a libertarian think-tank in the United States. It was founded in 1977 by Edward H. Crane and David H. Koch with a $500,000 grant from Koch Industries.

Charles and David Koch are co-owners of Koch Industries, which is one of the largest privately owned companies in the U.S. (often #2, but has occasionally been #1). Koch Industries has major holdings in petroleum, natural gas, and coal. Patrick Michaels (already mentioned in connection with the George C. Marshall Institute) is the Cato Institute Senior Fellow in Environmental Studies and their only climate science expert on staff, though Cato has also published articles co-authored by Michaels and Robert Balling.
