Seems like the best solution to the healthcare problems you describe is a renewal of the Efficency Movement, which was a major component of the Progressive Era.

As for finance, I really believe that any government regs are completely reactionary. I'm not saying we shouldn't create new regs, but what I am saying is that it's 1 step forward, 1 step back. Abandoning capitalism isn't the answer.
