Unconditional income, or universal income, is income that is unconditional for a given set of people, typically citizens of a country. (Obviously this is still a condition, but it is a much simpler type of condition that requires very little gatekeeping -- or, more precisely, where most of the gatekeeping is already provided as a necessity of governance.)
