Opinionated Summary

The Racketeer Influenced and Corrupt Organizations Act was enacted as part of the US "War on Drugs", with the intent of stiffening penalties for drug distribution and making it easier to bring charges against those believed to be involved with such distribution. Much like the USA PATRIOT Act, however, it takes significant cuts out of individual liberties in trade for this supposedly-increased security.

Research needed: I have been told that RICO allows confiscation of personal property if, for example, a single marijuana plant is found anywhere on the property, with little or no opportunity for the landowner to attempt to prove that they did not put it there; guilt is presumed.
