Changing the subject is a diversionary tactic in which the speaker raises a new topic in order to avoid having to discuss the original topic. While there can be legitimate contexts for doing so, its use violates the rules of rational discussion. It is typically used as a way of evading criticism of a stated position on the original topic, possibly leaving the impression that there is at least room for debate on said position when in fact there is not.
