The government of the United States takes place at multiple levels. The outermost level is the "federal" (i.e. national) government; each state also has its own government, and operating within that government are various county (or parish) and city/municipal governments.

The US Constitution states that all political powers not explicitly given to the federal government must belong either to the state governments or to the people.
