The idea is to make a link to the current page's talk page which invokes the "add a section" feature ("+" tab at top of talkpages).
Call it like this: {{talkpageadd|text to display}}.
This template does not currently work but can probably be fixed once I upgrade to the latest MediaWiki, which has a lot of new variables not supported by v1.6.5.
