Overview

Any tool, no matter how beneficial overall, can be misused.

When arguing that a particular thing should be restricted because it can be harmful, it is necessary to evaluate the net good overall – the good as well as the bad – in order to come to any kind of sane decision about how best to handle that particular thing. (Otherwise you can end up arguing that water should be banned because it kills hundreds of people every year, et cetera.)
