At its best, it is used as a tool to convey difficult new ideas and get past existing [[cognitive bias]] in situations where a [[rational]] argument may be ineffective; at its worst, it is used to induce erroneous [[belief]]s in others, which may lead to popular support for extremely harmful actions.
It seems to me there are probably other rhetorical techniques which wouldn't exactly be called "deceptions" and yet still would have the effect of empowering a flawed argument over a correct one, e.g. the standard "debate" technique which severely limits the information-space of a discussion and gives a strong advantage to those skilled in rhetorical technique. Rhetoric is the art of manipulating a debate in order to convince others of a predetermined conclusion. At its best, it is used as a tool to convey difficult new ideas and get past existing cognitive bias in situations where a rational argument may be ineffective; at its worst, it is used to induce erroneous beliefs in others, which may lead to popular support for extremely harmful actions.
