Summary: Call a Constitutional Convention, but on our authority as private citizens.

Since our official state governments generally aren't interested in doing this, we organize new state governments-in-exile, educate people and take a popular vote on the matter (or whatever is required in order for this to be as Constitutional as possible) until we have a majority in each state, ask for approval from Washington (it will not happen), and then hold the convention as if we had approval.

This is probably a really bad idea as stated, but it seemed like a good way to spark other more realistic ideas. If nothing else, it would be a good idea to understand how the state governments get their authority, as far as the Constitution is concerned.
