Tolerance of intolerance is the idea of tolerating ideas and actions which are themselves intolerant. It is usually expressed in other forms, most commonly in defense of religion.

Conclusions

The idea this phrase attempts to propagate is essentially a form of trolling (i.e. that the act of trying to reduce intolerance is in fact promoting intolerance). It is not, however, a troll phrase, since the phrase itself tends more to expose the trolling (making the logical flaw more obvious) rather than helping to insinuate the idea the troll wishes to propagate.
