Deception is the act of propagating or nurturing a belief that one knows to be false.
Causing others to believe falsehoods – and hence inducing them to "voluntarily" make choices which they would not otherwise make – is one way of manipulating or controlling others, and hence is often employed in the acquisition of political power.
