Yes, I think you're onto something there. I also follow Drexler's blog, and I vaguely remember reading that post, but I often come across people suggesting things that sound like Issuepedia, so I probably marked it as "important" in my RSS feed and then didn't think any more about it. I'm glad to see someone else making the connection.
When he says "structured to bring forth the best evidence for and against controversial factual propositions" -- yes, that's one of the core projects I'm working on here: see structured debate. It has always been a core principle of Issuepedia that even bad arguments need to be documented, if they arise frequently enough to be influential.
