Overview
TOPOFF, or Top Officials, is the name of a preparedness exercise designed and coordinated by the US Department of Homeland Security. The exercise is run in a more limited "Command Post" Exercise (CPX) during even years, with the Full-Scale Exercise (FSE) version during odd years.
The excercise is intended to ascertain ways that top federal, state and local officials handle major security-breaching events, according to an article in the Portland Business Journal (PBJ).
One source says the Top Off excercise for 2007 is scheduled for October, while the PBJ article says it was originally scheduled for May.
