Svalbard is an archipelago in the Arctic, constituting the northernmost part of Norway.

Under the Svalbard Treaty of 1920, a.k.a. the Spitsbergen Treaty, the archipelago is recognized as Norwegian territory but demilitarized and all thirteen signatory states are permitted to engage in economic activities. Today both Norway and Russia mine coal there. To that extent, the archipelago is an economic and natural resource commons.
