"Political values" are a general way of referring to certain uses of the word "values" within the political sphere. The most common of these in the United States is "family values", but there are also "Christian values", "values voters", and probably other usages.
These phrases are essentially a kind of subtle propaganda to promote the idea that people do or should have fixed sets of beliefs about what social policies are best, rather than sharing the universal ethical concerns of minimizing harm and maximizing collective benefit – and that those beliefs derive mainly from their membership in certain groups (a.k.a. belief-tribes).
