The extreme devastation of New Orleans, a major US city, is both a tragedy and an opportunity. Even before Katrina was an eyeless twinkle in the Atlantic weather patterns, New Orleans had chronic and growing problems with its management of natural bodies of water (Lake Ponchartrain, the Mississippi River, and of course the ever-encroaching Gulf of Mexico).
