A legendary freeloader is a real or hypothetical individual or group who will take advantage of any law that is too liberal. Fear of legendary freeloaders is often used to rage farm support for draconian laws. It is often coupled with belief in a Shirley exception.
Welfare queens are a prime example of political exploitation of an essentially fictitious legendary freeloader.
