The headline implies that Amazon itself is shipping these items from its warehouse, but the text implies that most or all of the problematic reports are coming from third-party sellers. It's not clear whether they're using Amazon's warehouses to ship, or doing the shipping themselves.

While it's still not okay if it's third parties doing their own shipping, there do at least exist accountability mechanisms within Amazon Marketplace to penalize merchants who don't have good quality control.
